Job SummaryReporting to the CFO and Vice President, Corporate Services, this position is responsible for the strategic planning, leadership and oversight of the Finance, Accounting and Business Intelligence functions. The Director, Finance and Business Intelligence will work as a member of the Senior Leadership Team (SLT) and the Executive Team (ET) to support the achievement of the WSPS strategic plan. As future focused leader, this role plays an integral part in formulating best practices and process improvements while leveraging technology and tools for financial planning, accounting services, project management, financial and business reporting.

ResponsibilitiesNote: Percentages refer to approximate % of time spent on each area, over the course of a given year.

1. TEAM LEADERSHIP, DEVELOPMENT AND ADMINISTRATION (15%) - Provide leadership to Finance, Accounting and Business Intelligence managers. Guide and coach team members to effectively perform and achieve objectives. - Ensure the development of a highly skilled, knowledgeable, and motivated workforce in the team. - Ensure team structures, positions and skills are appropriate for delivery of the team’s and organization’s mandate. - Provide the necessary training, resources, and support to ensure that team members are continually developing and enhancing their capabilities. - Evaluate and lead the team through succession planning to ensure continuity in roles. - Review and analyze engagement results with a focus on solutions to increase employee engagement in satisfaction in the department. Assure strong employee engagement/satisfaction results in the department. - Collaborate with the team to ensure clear understanding and alignment related to changes within the organization. - Reinforces the WSPS vision and employees’ connection to that vision. - Lead multi-disciplinary project teams as needed. - Upholds and promotes ethical standards, integrity, and a strong sense of corporate responsibility as per WSPS policies and procedures.

2. RELATIONSHIP BUILDING (10%) - Develop strong customer and stakeholder relationships with all divisions/business units in the organization to support financial management and business intelligence processes at WSPS. - Act as a liaison between WSPS and the Ministry, representing WSPS’ interests while developing collaborative and effective relationships.

3. LEADERSHIP OF ACCOUNTING SERVICE DELIVERY (25%) - Lead the team responsible for the design, implementation, monitoring and evaluation of internal controls to safeguard the assets of WSPS and to mitigate business risks. - Review existing/new/proposed accounting policies to assess adherence to GAAP and well as consider operational impacts. - Oversee the preparation of monthly, quarterly and annual internal and Board of Director financial statements, as well as preparation of annual external financial statements - Identify areas for improvement in current systems required to comply with TPA reporting requirements and implement improvements. - Participate in TPA audit relating to both financial information provided to the Ministry and reporting of performance indicators. - Ensure effectiveness and efficiency of internal monitoring processes that assess accounting transactions for validity, completeness, accuracy and adherence to all government directives and WSPS policies to minimize risk of loss. - Participate in the design and management of an investment strategy to achieve strategic and financial goals of WSPS, including meeting cash flow requirements, while adhering to parameters set by government directives and internal policies.

4. LEADERSHIP OF BUDGETING, FINANCIAL REPORTING AND AUDIT PROCESS (25%) - Ensure the implementation of an accurate, efficient, and timely annual budget process and provide leadership to the organization in the preparation of an annual budget that adheres to ministry requirements. - Serve as liaison between WSPS and the Ministry for financial planning and TPA reporting related matters. - Provide guidance to the executive and senior leadership teams during the budgeting process to achieve a balanced budget. - Ensure the implementation of an accurate, efficient, and timely forecasting process - Oversee the preparation of forecast and spending reports, ensuring they are effective in communicating the organization’s financial position, highlighting areas of risk, and recommending mitigation strategies. - Provide advice and develop recommendations on financial management practices to across the organization. - Oversee monthly and quarterly variance analysis and develop recommendations for achieving a balanced budget at year-end. - Lead development of Ministry reporting packages, including annual business plan and quarterly reports, ensuring they meet all requirements. - Work closely with the external actuary in the annual employee future benefits valuation process - Oversee the team leading the audit preparation process to ensure audit process and procedures performed are effective and efficient and identify areas for improvement - At year end audit, ensure appropriate documentation/supporting documents are available for auditor’s review and act as liaison between auditor and other WSPS departments - Stay current on financial standards for Not-for-Profit Organizations to ensure financial record systems are maintained in accordance with the Generally Accepted Accounting Principles (GAAP), as well as the designated standards of the government bodies.

5. LEADERSHIP OF BUSINESS INTELLIGENCE AND PROJECT MANAGEMENT (25%) - Lead the collection, synthesis and analysis of data and metrics to inform senior management decision making, priority setting and investment strategies. - Regularly assess processes and systems used for the collection, synthesis, and analysis of data to promote effectiveness and efficiency. - Oversee the preparation of ministry reports ensuring all requirements are met, highlighting areas of potential under performance, and developing recommendations to address. - Oversee development of reporting tools, including dashboards and scorecards, that provide useful and timely information for decision making, as well as measure and report on the impact and value of WSPS activities. - Report on key performance metrics that show progress WSPS’ strategy and mandate and communicate the results across WSPS. - Oversee development and application of a WSPS framework for acquiring business intelligence on the market, industry, and our customers, to inform decision-making and business planning. - Develop and promote tools and best practices for project management with a view to develop competencies across the organization.

6. CONTRIBUTES TO A HEALTHY AND SAFE WORK ENVIRONMENT (at all times) - Adhere to WSPS policies, procedures, process fact sheets, guidelines, and business rules. - Contribute to the promotion of a healthy & safe culture through modelling and following WSPS health, safety and wellness policies and practices. - Act as a role model internally and externally by demonstrating knowledge of health and safety and wellness practices, weighing options for sound risk management decision making.

The selected candidate will be required to provide an original criminal background check at their own expense prior to commencing work with WSPS. The criminal record check document must have been issued no more than 30 days prior to first day of employment.

Education and Experience Minimum - Bachelor's degree in business or related field, or minimum of 5 years of related experience in financial management - 5-7 years progressive management experience with emphasis on financial planning and reporting, exposure to senior management decision making, developing talent, and managing budgets. - Experience leading across multiple teams to deliver service excellence. - Excellent collaboration skills to effectively engage with internal and external stakeholders. - Excellent oral and written communication, including ability to present complex concepts in simple business-oriented terms.

Preferred - 10+ years progressive management experience in a not-for-profit environment - Experience leading positive change and seeking out continuous improvement. - Understanding Transfer Payment Agreement model and requirements - Chartered Professional Accountant (CPA) designation
